Important Notice-Acadis

On August 18, 2023, the Acadis system will be shutting down and the new LETRS system will come online Monday August 28, 2023.  The Office of KLECS will stop receiving all forms at 4:00 pm on Thursday, August 17, 2023.  Once LETRS comes online, most processes will move to electronic submission instead of a paper submission format.  More information will be published as it is available.  Please check your junk/spam email boxes to make sure that updates and information are not missed.

2023 Telecommunication Training & Employment Procedures

1) ALL New CJIS Telecommunicator hires (Full and Part-time) after June 29, 2023:

  • All CJIS Telecommunicators must complete TPS Testing and be pre-certified prior to employment.

  • Form F submissions for all CJIS Part-Time and Full-Time Telecommunicators must be submitted to OKLECS within 5 days of employment.

  • All CJIS Telecommunicators must complete a basic Telecommunicator academy in accordance with KRS 15.565(1).

2) Part-Time CJIS Telecommunicator hires prior to June 29, 2023:

  • Form F submissions for all CJIS Part-Time Telecommunicators, must be electronically submitted to KLECS@ky.gov by August 30, 2023.

  • All CJIS Part-Time Telecommunicators that are currently employed and hired before June 29, 2023, have received a training extension through July 31, 2024. 

    • An extension has been granted for Basic Academy to allow the legislators the ability to clarify whether individuals hired prior to June 29, 2023, will be required to attend a basic academy.

    • After submitting employment information on a Form F, please enroll your employee in annual in-service as required by KRS 15.565(3).  Due to limited training for the remainder of the year, you may request an annual training extension, and two 8-hour classes would be required in 2024. (Note – there is not a pre-approved extension for annual in-service training).

  • Previously hired CJIS Part-Time Telecommunicators may be enrolled in a basic academy at the discretion of their employer.

    • Prior to enrollment the individual must complete all Telecommunicator Professional Standards (TPS) testing.

    • Upon completion of TPS, the CJIS Telecommunicator must complete a basic Telecommunicator academy in accordance with KRS 15.565(1).

3) Non-CJIS Telecommunicators:

  • All non-CJIS fulltime Telecommunicators must complete TPS Testing and be verified by the employer and be pre-certified by KLEC prior to employment.

  • Part-Time Non-CJIS Telecommunicators are not affected by the 2023 legislative amendments.

  • Part time Non-CJIS Telecommunicators may become certified.

    • Will need to complete TPS Testing.

    • Will need to successfully graduate a basic academy.

    • Will need to complete annual telecommunicator 8-hour in-service.

Newly Elected Constables

As of January 1, 2023, if a newly elected constable chooses to obtain law enforcement powers and become a certified peace officer, he/she shall first successfully complete all Peace Officer Professional Standards (POPS) and a Kentucky certified law enforcement basic academy. For those newly elected individuals that choose not to exercise police powers, he/she will maintain the Constable title and will be able to serve court documents and provide other duties afforded by statute but will not have arrest authority or be able to exercise the duties of a sworn law enforcement officer.

Please reference 2022 HB 239 which states, “After January 1, 2023, no constable who is elected for the first time or a deputy constable appointed pursuant to Section 12 of this Act shall be granted the powers generally applicable to peace officers and police officers unless the individual has been certified and maintains his or her certification pursuant to KRS 15.380.”

A newly elected constable that has previously been POPS certified or desires to become POPS Certified, must initiate the process by providing all required documentation to the Kentucky Law Enforcement Council. The appropriate forms can be found on the KLEC web site and must be submitted by email to KLECS@KY.Gov.

The following list of documents must be submitted for KLEC to initiate and complete the process for a Constable to become a certified peace officer.

Additionally, a constable who becomes certified shall maintain the minimum annual training hours as required by KRS 15.380, or that Constable will automatically lose his/her law enforcement authority.

Important Legislative Changes to Forms D and D-1

Due to HB 206, the KLEC Forms D and D-1 have been updated to reflect statutory changes to KRS 15.382, KRS 15.386, and KRS 15.391.  The updated forms can be found on our website at  Forms — Kentucky Law Enforcement Council.  We recommend always using the Forms from our website (and deleting any copies you may have saved on your computer) to ensure that you use the most up-to-date version of the Hiring Process Forms.

HB 206 amends KRS 15.382 to prohibit anyone who has been convicted of various misdemeanor offenses and inchoate offenses under KRS Chapter 510 from being certified as a peace officer; amends KRS 15.386 to prohibit peace officers who have been convicted of various misdemeanor offenses and inchoate offenses under KRS Chapter 510 from returning to active certification from inactive status; and amends KRS 15.391 to provide that a peace officer's certification shall be revoked if he or she pleads guilty to, is convicted of or enters an Alford plea to various misdemeanor offenses and inchoate offenses under KRS Chapter 510.

KLEC oversees all law enforcement related academies in the state of Kentucky. Currently approved academies include: Bowling Green Law Enforcement Academy, Department of Criminal Justice Training, Kentucky State Police, Lexington Police Academy, Lexington Telecommunications In-service Academy, Louisville Metro Police Academy, Louisville MetroSafe, Southern Police Institute, Northern Kentucky Police & Sheriffs Training Center and other sponsored agencies.
